English & SPM

It was proposed that whoever failed English subject in SPM will be considered as failed the exam. It is as per failure in Bahasa Melayu means failure in SPM whereby tons of non-Malays (as well as Malays lately) have to take Bahasa Melayu July Paper to compensate their failure in Bahasa Melayu.

Why did the government requested opinion from the public on this matter?

There are always pros and cons in everything. There are people who agree and disagree with this proposal. They will reason out their opinions in many different ways. Convincing ways.
What's next?
Get a Richter and measure which quake is stronger?
And when the result comes out, it will satisfy one party, and the other party will continue condemning the implementation.
Narrow down - they got divided. There used to be time when there is no 'agree & disagree', now there are two groups in combat.

There was The Education Ordinance, 1957; Education Act, 1961 all the way to Akta Majlis Peperiksaan Malaysia in 1980. These Acts and Ordinance are established without having it spread out loud all over the countries.
There were group of people with brain called the think-tank who sat together, cracked their baldy heads and discussed on the pros and cons in all possible angle. Next, they announced their thoughts with strong rational reasons and came out with YellowPages-size reports such as Report of the Education Committee, 1956 (a.k.a Penyata Razak); Report of the Education Review Committee, 1960 (a.k.a Penyata Rahman Talib); or report to replace SRP with PMR in 1993.
The people proceed with their daily routines and our kids go to school.

Why on earth did the government requested opinion from the public on this matter?

Instead of dividing the 1Malaysia-wannabes into two, lets have another group of think-tank to professionally and systematically go through every possible aspect of this issue and came out with Reports.
Present the reports to the Cabinet and and let them raise their hands.
